John M. De Figueiredo, M.D., Sc.D
Medical Director of Geriatric Psychiatry

Dr. De Figueiredo received his Bachelor of Medicine and Bachelor of Surgery degrees from Goa Medical College at the University of Bombay and his Doctor of Science Degree (Sc.D.) from The Johns Hopkins University. He completed his residency at The Johns Hopkins Hospital and conducted a fellowship at the National Institute on Aging’s Gerontology Research Center. He is a Diplomate of the American Board of Psychiatry and Neurology and has added qualifications in Geriatric Psychiatry. He is a Distinguished Fellow of the American Psychiatric Association, Fellow of the Royal Society of Medicine of England and American College of Epidemiology, and past President of the Connecticut Psychiatric Society and the Connecticut Public Health Association.
Among other professional appointments, Dr. De Figueiredo is the former Medical Director of the Outpatient Mental Health Clinic at St. Mary’s Hospital in Waterbury, CT. He also previously served as Chief of Professional Services at Cedarcrest Regional Hospital in Newington, CT and Director of the Consultation-Liaison Service at the Veterans Administration Medical Center in West Haven, CT. In addition, he is Associate Clinical Professor of Psychiatry at Yale University School of Medicine and author and co-author of several peer reviewed articles, books and book chapters.

Richard A. Houser, M.D.
General Psychiatry
Dr. Houser received his medical degree from the New Jersey Medical School and completed residencies at both Norwalk Hospital and Yale University. He is board certified by the American Board of Psychiatry and Neurology.
Prior to joining Johnson Memorial Hospital, Dr. Houser was in private practice in Southington since 1991. During that time, he was affiliated with Bradley Memorial Hospital in Southington, New Britain General Hospital and Bristol Hospital. He was also previously employed by the State of Connecticut and offered his expertise at Cedarcrest Hospital in Newington, the Department of Correction in Hartford and Connecticut Valley Hospital in Middletown.
In addition to his role with Johnson Professional Associates, P.C., Dr. Houser is the Medical Director of Johnson Memorial Hospital's Department of Psychiatry.

He also previously served as Director of Network Operations for Beacon Health Strategies in Woburn, MA; Manager of Mental Health Program Development at Tufts Health Plan in Waltham, MA; Director of Mental Health at North End Community Health Center in Boston, MA; and Mental Health Benefit Manager for Blue Cross and Blue Shield of Massachusetts in North Quincy.
Quinn is responsible for all of the behavioral health goals set forth by the Network, including those pertaining to programming, finances, quality and customer service. He also oversees inpatient, outpatient and off-site psychiatric care services, as well as the Johnson Professional Associates behavioral health practice.

Tadeusz W. Rachwal, M.D.
General Psychiatry
Dr. Rachwal earned his medical degree at the Academy of Medicine in Wroclaw, Poland, and conducted his psychiatric residency at Albany Medical Center in Albany, New York. He is a Diplomat of the American Board of Psychiatry and Neurology, a Fellow of the Royal College of Physicians and Surgeons of Canada, and a member of both the Canadian and American Psychiatric Associations.
Immediately prior to joining the Johnson Health Network family,
Dr. Rachwal served as a staff psychiatrist at New Britain General Hospital. He was also previously employed by Med Options Inc., of Avon, and by Saint John Regional Hospital, of Saint John, New Brunswick.

Juan B. Sosa, M.D.
General Psychiatry
Dr. Sosa received his medical degree from the University of Santo Domingo in the Dominican Republic. He conducted a rotating internship at Flushing Hospital and Dispensary of Flushing, NY, and completed residencies at Edward J. Meyer Memorial Hospital of Buffalo, NY, and Worcester State Hospital of Worcester, MA. He is certified in psychiatry by the American Board of Psychiatry and Neurology.
After completing his medical training, Dr. Sosa served as a psychiatrist for the United States Army for several years before establishing his career in Connecticut. Prior to joining the JPA team, he was in private practice for more than 30 years, during which time he was a senior attending psychiatrist at Middlesex Hospital.
Dr. Sosa is an assistant professor at the University of Connecticut and is also a senior psychiatrist for UCONN's Correctional Managed Care program.
